Thomas Raufeisen was born in 1962 in Hannover in West Germany. His father was an informer for the East German foreign intelligence service. In 1979, the familiy moved to East Germany, fearing detection.

However, they later planned to return to West Germany because of the dismal living conditions in East Germany. Their attempt failed, and the entire family was arrested. Thomas Raufeisen was sentenced to three years' imprisonment. In 1984, he returned to West Germany immediately after his release was approved.
